It is critical you have each of these stages in place before embarking on disparate projects that will simply consume cost and resources and ultimately deliver little benefits.

When new things crop up, go back to your Master Schedule and update it with new priorities and projects. Having the Master Schedule means it becomes immediately apparent what you are deprioritising in order to pick up something new, and what knock on effects is.
